1.0 Executive Summary
This Statement of Work (SOW) outlines the scope, deliverables, timeline, and costs for the deployment of a Rural Infrastructure Operating System (RIOS) within the municipality of AnyTown, USA. This project will establish a foundational, decentralized, and community-owned AI compute cluster, which will serve as the economic engine for the modernization of the town’s public infrastructure. The core of this deployment will be the installation and networking of 1,000 Revofi Link Pro (or equivalent) edge compute devices, creating a high-performance, distributed data processing network. This network will generate revenue by providing AI compute services to the global market, with a portion of the capacity dedicated to powering AnyTown’s municipal services and providing free, high-speed internet access to its residents.
2.0 Project Scope
This project encompasses the planning, procurement, installation, and activation of the RIOS in AnyTown, USA. The primary objective is to create a fully operational, self-sustaining digital infrastructure that is owned and operated by the community.
In Scope:
- Phase 1: Foundational Compute Layer
- Procurement, configuration, and installation of 1,000 Revofi Link Pro Commercial Edition (or equivalent) edge compute devices.
- Establishment of a secure, resilient, and high-speed network connecting all Revofi devices.
- Integration of the Revofi network with the DeReticulat AI platform for management, monitoring, and monetization.
- Phase 2: Energy and Connectivity Integration
- Assessment of AnyTown’s existing energy infrastructure and development of a plan for a resilient, intelligent microgrid in partnership with Agra Dot Energy.
- Deployment of a Trifi Wireless network to provide seamless, multi-carrier internet access to residents and municipal services, leveraging the RIOS as its backhaul.
- Phase 3: Data Generation and AI Model Training
- Integration of data streams from municipal services and partner organizations (e.g., Kurb Kars, Digital Adventures R Us) to train the DeReticulat AI on local conditions and needs.
- Development of initial AI-powered services for AnyTown, such as predictive infrastructure maintenance and traffic flow optimization.
Out of Scope:
- Physical construction of new municipal buildings or infrastructure beyond what is necessary for the RIOS deployment.
- The cost of any municipal services that are not directly related to the operation of the RIOS.
- The provision of end-user devices (e.g., computers, smartphones) to residents.
3.0 Deliverables
Phase 1: Foundational Compute Layer
- D1.1: A detailed project plan, including a timeline, resource allocation, and risk mitigation strategy.
- D1.2: A fully installed and operational network of 1,000 Revofi devices, configured for optimal performance and security.
- D1.3: A live dashboard for monitoring the health, performance, and revenue generation of the RIOS.
- D1.4: A comprehensive training program for municipal staff on the operation and management of the RIOS.
Phase 2: Energy and Connectivity Integration
- D2.1: A report on the state of AnyTown’s energy infrastructure, with recommendations for the development of a microgrid.
- D2.2: A fully deployed Trifi Wireless network, providing high-speed internet access to all residents and municipal services.
Phase 3: Data Generation and AI Model Training
- D3.1: A report on the initial data streams integrated into the RIOS and the performance of the DeReticulat AI in analyzing this data.
- D3.2: A demonstration of at least two AI-powered services for AnyTown, such as predictive road maintenance or intelligent traffic management.
4.0 Timeline

5.0 Cost and Payment Schedule
The total estimated cost for the deployment of the RIOS in AnyTown, USA, is $1,250,000.00 USD. This cost includes the procurement, installation, and configuration of the 1,000 Revofi devices, as well as the initial setup of the DeReticulat AI platform.
Payment Schedule:
- 50% upon signing of this SOW: $625,000.00
- 25% upon completion of Phase 1: $312,500.00
- 25% upon completion of Phase 2: $312,500.00
6.0 Assumptions
- The Municipality of AnyTown, USA, will provide access to all necessary public infrastructure for the installation of the RIOS.
- The Municipality of AnyTown, USA, will provide a dedicated team to work with DeReticular on the deployment of the RIOS.
- The Municipality of AnyTown, USA, will be responsible for all ongoing operational costs of the RIOS after the initial deployment is complete.
7.0 Acceptance Criteria
The project will be considered complete upon the successful delivery of all deliverables outlined in Section 3.0 of this SOW.
